Francesca Finelli is Assistant Professor of Law at the Luxembourg School of Business. Her research focuses on EU sanctions, with particular attention to their design and enforcement, the phenomenon of circumvention, and the judicial review before the Court of Justice of the European Union. She was a Visiting Researcher at the Court in 2025.

Her recent work includes the monograph Targeted Sanctions and Circumvention, Who’s Next? Legal Challenges in the EU, US and UK (2026).
